term \u201csolutioneering\u201d, which means to us: being present where the problem is hardest, testing interventions in real time, and using that experience to inform better policy. It&#8217;s uncomfortable, uncertain, and far messier than policy design from an office. We worked with the Fisheries Department to present the state&#8217;s proposal for the Prime Minister&#8217;s Matsya Sampadan Yojana (PMMSY), and helped the agricultural ministry improve its PDKCC scheme implementation on the ground.
