The Centre for Innovation in Public Policy is a think-and-do tank whose mission is to build the best implementable solutions for the largest public good. Think-and-do at CIPP means that solutions are built and tested on the ground before they are scaled up to policy level. Collaboration between the social sector, government, the private sector, and civil society is crucial for building and implementing solutions. These collaborations need to happen in innovative ways, as no one size fits all, all these disparate parts of an economy need to work together. Our objective is to harness great ideas to build collaborative solutions between the government, private sector, and social entrepreneurs. CIPP aims to be the glue that stitches these alliances together and forge a common platform for them to perform.
We believe that the world does not lack ideas or problem solvers. But it has to move beyond solving problems on paper to implementing them on the ground. It is our belief that, in the area of policy, equal importance should be given to ideas and successful implementation, and that ideas are not the domain of a few—they can emerge from anybody, anywhere.
Our advocacy is grounded in rigorous research and on-ground engagement. By working with policymaker, industry leaders, and the media, we contribute to national discussions on livelihood development, employment creation, financial inclusion, technology governance, data rights, and economic development.
We shape public discourse by producing research, policy analyses, and frameworks that challenge conventional thinking and offer actionable pathways for reform. Through our publications, reports, and engagement with national and international forums, CIPP establishes credible, evidence-based positions on key policy questions affecting India's development.
To drive meaningful change across agriculture, industry, and financial inclusion, we promote efficiency and innovation in public policy through collaboration between government, civil society, and the private sector.
We support government stakeholders in enhancing the effectiveness of schemes, improving financial flows, and creating actionable strategies for sectoral development, from agricultural reform and employment generation to differentiated banking and education system improvement. We work with state governments and private organisations to strengthen existing policies, improve implementation frameworks, and close the gap between administrative intent and on-ground impact.
CIPP partners with government stakeholders and non-governmental organisations to translate intent into measurable outcomes. We identify causes which require attention in line with our advocacy priorities, establish partnerships through consortium building and Public-Private-Partnership models, build implementation plans, and set up monitoring and evaluation mechanisms.
We design and facilitate multi-stakeholder consortiums that bring together government, private sector, and civil society to deliver large scale, outcome-driven interventions. By aligning incentives,coordinating resources, and ensuring accountability, we create structures that enable audacious collaboration at scale.
CIPP does not limit itself to designing solutions, we roll up our sleeves to implement them and “solution-eer” into action. From establishing employment training centres to building livelihood ecosystems at the district level, we engage directly in execution, ensuring that well-designed interventions translate into real-world impact. Our implementation work informs our policy advocacy, creating a virtuous cycle between doing and thinking.
