Solutioneering in Action

CIPP coined the term “solutioneering”, which means to us: being present where the problem is hardest, testing interventions in real time, and using that experience to inform better policy. It’s uncomfortable, uncertain, and far messier than policy design from an office. But it’s also the only way to build solutions that actually work.

CIPP Employment Training
Centre, Nuh, Haryana

In February 2025, CIPP inaugurated an Employment Training Center in the village of Sundh, in the Tauru area of Nuh, Haryana. This centre serves as a hub for skills development and livelihood creation in one of Haryana’s most underserved regions.

Demonstrating how partnerships between think tanks and implementation-focused organisations can create lasting impact. 

Nuh is India’s poorest district by most measures. Youth unemployment is high, educational attainment is low, and economic opportunity is scarce.

CIPP is supported by READ India, a non-profit that facilitates the creation of Community-led Libraries and Resource Centres (CLRCs) that serve as foundational platforms for fulfilling social and economic well-being of rural communities.

Working with Haryana Government
on Employment and Agriculture Policy

CIPP has worked extensively with the Haryana government across multiple departments to strengthen policy implementation. The Haryana Enterprise Employment Promotion Policy (HEEPP, 2020) was a key focus.

Invited by the Minister of Industry and Commerce, CIPP submitted recommendations to analyse and improve the policy in active involvement with the Department of Industries and Commerce.

We also organised a training session for Haryana’s MLAs to help them better understand and leverage government policy in their respective districts.

In the agriculture sector, CIPP was invited by the Agriculture Minister to study the Pashudhan Credit Card scheme and suggest ways to ensure better implementation. We worked with the Fisheries Department to present the state’s proposal for the Prime Minister’s Matsya Sampadan Yojana (PMMSY), and helped the agricultural ministry improve its PDKCC scheme implementation on the ground. We are now working to get Small Finance Banks involved in this scheme to expand access to credit for farmers and livestock owners.
